Are you using a Content Type charset=iso META tag?
Example:
<meta http-equiv=”Content-Type” content=”text/html; charset=iso-8859-1″>
If not, you should be. To check this com-pliancy issue on any page,
click on “view source” and press control F to bring up the FIND
requester. Enter ISO and see if your page is compliant.
